How does a manager register employee for training?

I'm not sure if I'm posting this on the correct discussion board or not. Forgive me if I'm not.

Currently, my company is trying to build a simple home-made LMS that will track e-learning (via SLK) as well as non e-learning (via scheduling tools such as Employee Training Scheduling and Materials work site).

SLK is working fine for us, however, there seems to be a major application missing in Employee Training Scheduling and Materials (ETSM). The ETSM site provides a nice tool for classroom environment scheduling. I can create a new classroom based class with no problem, but there seems to be no provisions for a Manager to Register an employee. Only employees can register themselves. We're a trucking company and the bulk of our employees are drivers who will be registered into classes by their managers.

Can anyone tell me how to possible resolve this problem? Thanks in advance for any help.
